6. L. R.I New Canadian Gold Policy Due Tomorrow Portion of Output May Go to Free Market OTTAWA, Oct. 2 Official Ottawa is weaving through a period of uncertainty as a decision nears on a free market for Canadian gold. The cabinet's decision may come tomorrow.

Even those who are convinced. that the free market would bring more income Canada's goldmining areas feel regret, For the free market selling gold in bulk through unofficial channels strikes a blow at the world's principal force for economic stabilization- the 49-country international monetary fund. Ever since it began operations in 1946, the Fund has fought for restricted sales of gold at the fixed price of $35 per fine ounce in United States funds and warned its members that free-market sales at fluctuating prices may bring chaos in its wake. The free market, as seen by some officials here. is a reflection of a country's financial strength and weakness; it is developed by the urge of hoarders to grasp a tangible form of security when the country's currency becomes depreciated and its purchasing power dwindles.

Fosters Smuggling So great is the demand for gold in some European and Far Eastern countries that it fosters smuggling when a country tries to prevent imports. The price and demand for gold seems to grow as supplies move eastward from Europe into Asia. It brings the best price in the Far East where countries have experlenced difficulty maintaining stabilized rates of exchange. In Paris last April, bar gold brought $47 (U.S.) per ounce and in Bombay, $65. Officials estimate that about one-half of last year's total production of more than $800,000,000 worth of gold went into free market sales and into hoarders' vaults.

Canada, living up to her international obligations, has refrained from making wide use of the free market, though through a federal licensing system, small quantities were exported for industrial purposes, Bulk to U.S. The bulk of Canada's gold goes either to the United States remains in Canada to build up official dollar and gold reserves. The export licensing system, set up in 1932, may become the Government's method of control if and when it decides to establish a free a market. But Canada still persisted, along with other countries, in urging the fund to relax its views on freemarket sales, It was felt that if South Africa -the world's top gold producer- could sell gold to the free market. other countries should also be able to.

holding to her economic theories, the Fund has given way the appeals because she found her position politically untenable. The government, in deciding to what extent a free market should be established for Canadian gold, likely will be governed by Fund's economic views and allow only a portion of Canadian production to be sold outside of official channels.
