Second to None Of the 23 differcat centres which the international museum leaders visited during a tour midwestern American museums, Montreal as an historic area surpasses them all in potential color and appeal, Mrs. Turnham stated. The development of Upper Village, recreating the Canada, the United Empire Loyalists following the War of 1812, was a praiseworthy achievement, she said. "Montreal has a different place in Canadian history which we can tell better our a area and in any other part of the country. "Unfortunately, we are inclined to focus our attention on far-away places as being the most glamorous.

"We should not away forget that Montreal is a far place' to millions of others and it can become glamorous in the measure we take pains to show off its treasures effectively. Never Too Late "It is still not too late to act, but time is fleeting and we are losing some of our treasures. Let us hope we not awaken to this situation too late." Mrs. Turnham visited seven states as a guest of the State. Department with representative museum experts from West India, Germany, Pakistan, Israel, Nigeria, Sweden, Norway, Denmark, Czechoslovakia, Mexico and Australia.

The area covered was from Washington, D.C., to Wisconsin. "The heart this country, so often by-passed by those who hasten from coast to coast, has nothing," she said, "for which to apologize and much that is worth going hundreds of miles to see. "The visitors encountered a warmth, a friendliness, and an indulgence for language difficulties would do credit to any nation, and they in turn demonstrated very forcibly that professional and women of varying nationalities and cultural backgrounds, speaking a variety of languages, can live together in splendid harmony, in close quarters and under exacting conditions." Associated Press NEW YORK, June 29-Francisco (The Hook) Molina, a former soldier in Fidel Castro's Cuban army, was sentenced to 20 years to life imprisonment today on a conviction of second degree murder, A bullet fired by Molina during an exchange of gunfire by Cuban factions struck and killed Magdalena Urdaneta, 9, a Venezuelan girl who was vacationing with her parents.

After the April invasion of Cuba Castro offered to trade one of those captured for Molina. But the U.S. government gave no indication of its attitude on the proposal. Magdalena's family was sitting in a West Side restaurant when gunfire broke out between pro anti-Castro groups. This occurred last year while Castro was in New York.

Molina's lawyer asked a SUs pended sentence for Molina and that he be deported to his native Cuba. He said that if Molina were returned put the 'Tractors for Freedom' movement in a better light." Magazines Remailing Is Queried The Star's Ottawa Bureau OTTAWA, June 29 Postmaster Hamilton said today he did not expect U.S. publishers would attempt to beat higher mailing rates in the U.S. by flooding Canada with bulk periodicals for remailing here. Mr.

Hamilton replied in the Commons to Douglas Fisher (CCF-Port Arthur) who noted that new U.S. rates of 8 cents a pound for U.S. periodicals mailed to Canada would go into effect July 1. Mr. Hamilton said that the new Canadian rate of 5 cents a pound for re-mailing of periodicals would go into effect here on Aug.

1. There would only be a one-month gap and U.S. publishers would not find it worthwhile to change their mailing practices for such a short period. The new U.S. rate applies to periodicals mailed in the U.S.

and destined for Canada. The new Canadian rate applies to U.S. periodicals shipped to Canada in bulk and re-mailed here for their Canadian destination. Mr. Hamilton said, the remailing system benefited Canada.

The 5-cent rate delibU.S. rate to, compensate puberately fixed lower than' the lishers for shipping the bulk periodicals, and was designed to get U.S. publishers to re-mail in Canada. If the periodicals are mailed in the U.S., Canada has to handle them anyway, but gets no revenue under the postal convention between the two, countries. If the periodicals come to Canada in bulk and are re-mailed here however, the Canadian post office gets the revenue of 5 cents per pound.

PM Silent On U.S. Talks The Star's Ottawa Bureau OTTAWA, June 29 Prime Minister Diefenbaker today dodged questions about consultations with the United States government on recommendations Royal Commission on Publications. Opposition Leader Pearson asked for information on the consultations, and whether they would be finished in time for the government to take legislative action on the commission report this session. Mr. Diefenbaker replied that Mr.

Pearson had been external affairs minister long enough to know that such discussions are not placed before Parliament until they are finished. He added that he had "long since ceased to have any ideas as to how long this session is going to continue." The publications report, presented two weeks ago, made strong recommendations for the protection of Canadian publications against competition from U.S. magazines. The Moorish palace was designed by the late Raphael Boilard, a Montreal architect whom Dr. Hebert consulted when he decided to turn his enthusiasm for this type of design into a practical project.
