She was retired 1 from Coastal States Insurance Co. and was a member of Ingleside United Methodist Church. An angry federal judge scolded lawyers for South Carolina on Tuesday for waiting too long to submit plans for a program aimed at keeping women out of The Citadel. "This is not a situation of anyone's making but yours.

I did everything in my power to get the state and The Citadel to come up with a plan," said U.S. District Judge C. Weston Houck. "You totally ignored Last July, Houck sided with Shannon Faulkner in her lawsuit against The Citadel. Houck ruled that the school's all-male policy is unconstitutional and ordered The Citadel to admit her as a cadet.

In April, the 4th U.S. Circuit Court of Appeals said Faulkner must be admitted by August unless the state comes up with similar training for women. On Monday, the state filed a $10 million proposal to create a leadership program at Converse College, a private women's college in Spartanburg, 190 miles northwest of Charleston. Houck had asked for a detailed plan last year. But the state only approached Converse in recent weeks, after the appellate ruling.

The judge said he would try to rule on the plan before August. Under The Citadel's rules, Faulkner, a 20-year-old junior, would not be able to become a cadet after that. Faulkner, who has taken classes at The Citadel since January 1994 under a court order, said she has no interest in the proposed alternative. Willis, 65, died Tuesday after a brief illness. Born in Abbeville, S.C., she was a former resident of Belle Glade, Fla. and had lived in Lyons 16 years.

She 1 was a homemaker and a Baptist. Survivors include: daughter, Linda Raby of Lyons; mother, Elizabeth Bessinger of Abbeville; sister, Beth Burdett of Lawrenceville; two grandchildren; and two great-grandchildren. Joshua Wimberly JEFFERSONVILLE Services for Joshua Wimberly will be at 4 p.m. Thursday in Lower Mount Zion Baptist Church with burial in the church cemetery. Wimberly, 75, died Friday.

He was the son of the late Josh and Inez O. Wimberly. He attended Twiggs County public schools and was a member of Lower Mount Zion Baptist Church. He retired from Englehard Corp. in McIntyre after 42 years.
